Matka, the multicrore betting business may have been banned across the country but in the financial capital of the country Mumbai, it still flourishes behind the scenes of legitimate lottery centres.

The arrests of key matka operators like Jaya Bhagat and Pappu Savla seems to have made no difference.

The many matka dens in Mumbai fuel an illegal betting industry of Rs 10,000 crore.

But the government claims that these illegal dens don't exist in the state.

R R Patil, Deputy Chief Minister, Maharashtra said, "Matka has been almost wiped out in Maharahstra. There has not been such a crackdown in the last 63 years."

This empty boast was also captured on camera by NDTV.

In Mumbai, while a lottery shop maintains a legal facade on the outside, matka is what goes on in the inside.

Bets being placed on numbers, bets as low as Rs 5. But players stand to win upto Rs 50 at the end of the draw in a game of matka.

Also on sale is a new form of matka - scratch lotteries, which are also banned.

But the police say they have cracked down on illegal matka betting arresting some of its key ringleaders, who are linked to Mumbai's gangland

Like Pappu Savla is linked to gangster Arun Gawli and Jaya and Hitesh Bhagat among the top matka operators in the country.

Rakesh Maria, Jt Commissioner, Mumbai Police crime branch said, "Matka has suffered a setback with the arrests of Pappu Savla,Jaya and Hitesh Bhagat in the last few months. This should put an end to the business."

After the arrests sources say top matka operators have gone underground, now working the trade through a series of henchmen.

So the crackdown hasn't dented the business and the ban on matka merely remains a ban on paper.
