Time is passing by fast, but it seems that options for the passage of the Indo-US nuclear deal in the US Congress are increasing.
The urgent need to pass an economic bailout plan in response to last weeks crisis in the Wall Street has led to the possibility that the Congress may not adjourn on September 26 as planned, but may be extended by a week till October 3.
Also, until last week, the House leadership was adamant that there would be no lame duck session. But, the hijacking of the Senate's schedule by the financial crisis has left a long list of unfinished business for the Congress, which has increased the possibility of a lame duck session in November.
The Bush administration, however, is hoping to complete the deal before Thursday when Prime Minister Manmohan Singh arrives in Washington.
One way to do that would be to attach the 123 agreement to another bill, which may be introduced on the Senate floor this week -- perhaps even as early as Tuesday. With chances of the Congress session being extended and there being a lame duck session this year, the probability of the Nuclear deal being passed by the Congress has gone up.
But for the Bush administration the main concern is to pass the deal before Thursday so that President Bush, who is struggling to leave a legacy worthy of his time in office, can take a victory lap with Prime Minister Singh before completing his term in office.
