| The Senate Judiciary Committee is also summoning Attorney General Alberto Gonzales to discuss the programme.
Other matters, that have cost a half-dozen top Justice Department officials their jobs, will also be discussed, committee chairman Patrick Leahy announced.
Announcing the subpoenas, Leahy told reporters that nine formal requests for information documents had met no response, saying ''we've had a consistent pattern of evasion and misdirection''.

The escalation is part of the Democrats' effort to hold the administration to account for the way it has conducted the ''war on terrorism'' since the September 11, 2001, attacks.
''These are not trivial matters, this is about the very nexus of what our government is all about,'' fellow Democrat, Senator Charles Schumer said at a news conference.
The subpoenas extend the probe into the private sector demanding, among other things, documents on any agreements that telecommunications companies made to cooperate with the surveillance programme.
The White House contends that its search for would-be terrorists is legal, necessary and effective - pointing out frequently that there have been no further attacks on American soil.
Administration officials say they have given classified information, such as details about the eavesdropping programme, to the intelligence committees of both houses of Congress.
The White House gave no indication that it would comply with the new ones.
