India has begun formal negotiations with the world atomic body, the IAEA, for a safeguards agreement.
This is the next critical step in the Indo-US nuclear deal.
A team of officials from the Department of Atomic energy led by Dr Anil Kakodkar met IAEA chief Mohammed ElBaradei and other top officials in Vienna today.
Before the meeting Dr Kakodkar said that all India-related aspects of the safeguards will figure in the talks.
The agreement could take some weeks to finalise but it will have to go back to the UPA Left committee before it can be initialed.
Under the terms of the Indo-US Nuclear deal, India must put its civilian nuclear reactors under international safeguards before the Nuclear Suppliers Group (NSG) can allow countries to engage in nuclear trade with India.
Only then can it finally be ratified by the US congress.
The Vienna visit has come after the Left finally agreed to allow the government to hold talks with the IAEA.
However, the Left has said it will not allow the government to sign the safeguards agreement just yet.
Diplomats in Delhi and Washington are anxious to get the deal ratified by the US congress before it goes into election mode for the November 2008 elections.
