Each year the rail budget promises to connect the most remote parts of the country but there's disappointment in the valley as a proposal to connect the Kashmir valley with the rest of India has been pushed back till 2012.

Kashmir valley's first train was to start running in August last year. But Lalu Yadav had bad news in his railway budget. Kashmir has to wait another year and the second phase of the Kashmir rail project to connect the valley with the rest of the country has been put off till 2012.

''First it was to be completed in 2007 and then 2008. It doesn't seem that the train will run before 2010 as work on it is going on at snail's pace,'' said Ali Muhammad, local resident.

Only a fraction of the 292-kilometer rail stretch has been completed between Budgam and Kakpora.

Railway officials blame land disputes with farmers and technical problems like drilling machines that haven't been functioning since last year.

But for Kashmiris, the endless delay means no respite yet from the long and difficult journey on the Srinagar-Jammu highway their only lifeline.

''Huge amounts of money and lot of time is being wasted by carrying goods through road to Kashmir this time. There are lots of hurdles by carrying goods by road. This rail project will help Kashmir's trade and commerce and especially tourism,'' said Nazir Dar, Senior President, JKCCI.

After former PM Atal Bihari Vajpayee declared the Kashmir Railway project as a National Priority Project 7 years ago, it was supposed to get war-like priority with money not an issue but for the last two years its completion is getting delayed.
