Govt doubles spending on minority w
The Sachar Committee on Muslim backwardness came out with several recommendations two years ago.

The government has just doubled its spending on minority welfare, yet there is no impact on the ground of the Sachar Committees recommendations to fight backwardness among Muslims.

Now, the government is all set to set up yet another panel, which it seems, will once again skirt the real problem implementation.

The Sachar Committee on Muslim backwardness came out with several recommendations two years ago.

But so far, the government hasn't impressed its Muslim vote bank with any visible action.

So now, in the face of a general election, the government is doing the easiest thing it could, setting up yet another committee.

''Yet another toothless commission the government is quite happy to establish,'' said Zoya Hasan, Professor, JNU.

The new panel called the Equal Opportunities Commission.

The commission will be asked to redefine deprived groups on the basis of social indicators like health, education and employment.

The commission will also carry out inquiries; it will summon and question government and private sector officials.

It can on its own, issue notices to public and private organizations for acts of discrimination and prejudice.

The chairman of this commission will be chosen by the PM and leaders of the Opposition.

But still nothing on how the decisions of the equality watchdog will be enforced.

'' It should have teeth so that its decisions are not challenged, its views can be implemented. If it has no teeth its decisions will be useless,'' said Abu Saleh Shariff, Member, Sachar panel.

With the clock ticking to the next generation election, the Congress is keen to be seen as taking action on the recommendations of the Sachar panel, a very important part of its minority welfare agenda but the big question will it be another commission with little teeth or will it actually help the Congress garner Muslim support.
