Describing the bill as ''elusive'', he said it has been sidelined ''on some ground or the other'' for over a decade now.

Noting that the Women's Reservation Bill has been ''sidelined'' for over a decade, Lok Sabha Speaker Somnath Chatterjee on Saturday hoped that the measure was passed by Parliament during his tenure.

''Every session, I hear that the bill will be moved and it is my dream that during my tenure it is passed by Parliament,'' he said at a function on the occasion of International Women's Day.

Describing the bill as ''elusive'', he said it has been sidelined ''on some ground or the other'' for over a decade now.

The Speaker said as a staunch supporter of the bill, he was convinced all through that it would be the ''single most powerful catalyst'' in ensuring equity and justice for women in the country.

He strongly advocated enhancing gender participation in all democratic institutions at the state and national levels.

''Women are grossly under-represented at the state and national level and I find it embarrassing to even quote the dismal figure of eight per cent in Parliament,'' he said.

Chatterjee pointed out that the picture was not very different at the state level as in some states like Mizoram, Manipur and Nagaland, where women outnumbered male voters; there were no women legislators.

He said Kerala had only seven out of 140 legislators in spite of having the highest literacy level.
