Steps for speedy delivery of justice

TIRUPATI: Union Minister of State for Law S. Venkatapathy has said that the Centre, has taken a serious note of the huge pendency of cases in courts.

It has identified reasons for the phenomenon and is also taking corrective measures.

Addressing the regional conference of law officers at Tirupati on Saturday, the Minister cited the Rs.440-crore scheme to computerise the judiciary as one of the major steps in this direction.

Laptops were being given to all important judicial officers and a data bank, containing the pending cases category-wise, was being created for easy access and disposal, he said.

Vacancies being filled

Among the other measures, he said vacant posts of judges, magistrates, public prosecutors, APPs and non-judicial staff were being filled, evening courts and shift court were being promoted, ‘fast track’ courts being made to work more effectively and refresher courses conducted for law officers .

He said the Government was in favour of ‘group hearing’ of cases of identical nature at least on ‘moot points’ so that the court time could be saved. He also wanted pending cases to be disposed of first and fresh ones pushed back.

As yet another measure, he said the Ministry had introduced a Bill in Parliament for setting up ‘Grama Nyayalayas’ to take the judiciary to the doorstep of people in the rural areas.

The Bill would be passed soon, he said and hoped besides providing a hassle-free dispensation of justice to the rural people, it would also bring down the pendency of cases. Mr. Venkatapathy also listed some dos and don’ts for them.

Earlier Mr. Chenga Reddy said the State Government was contemplating to appoint a law commissioner to suggest measures to speed up delivery of justice.

He however, cautioned that justice hurried was justice buried
