| Union Home Minister P Chidambaram, concluding his two-day visit to Kashmir on Friday, assured that proper action would be taken against those responsible for the rape and murder of two young women in Shopian district. The murder of Nilofar, 22 and her sister-in-law Asiya, 17, had sparked a series of protests across the Valley.
After reviewing the security situation in the state, Chidambaram said: “There have been some unfortunate incidents in the past, in some cases action was taken promptly and in one or two cases there is a perception of avoidable delay. Our intention is to take action based on information received by the state and Central Government.” He added: “Our intentions are good and there will be proper action. The state Government will to go through investigations and punish the guilty.”
The Home Minister said the Government wanted to redraw the lines of responsibility. “The Army has the responsibility for conventional defence on borders, for counter infiltration, for counter terrorism within the state. The state police is the principal instrument in maintaining law and order and fighting the militancy. Clear lines of responsibilities should be drawn and we are in the process of doing that,” he said, adding that process would, however, take some time.
