| The whole Winter Session was washed out when a united Opposition disrupted proceedings to press for a Joint Parliamentary Committee (JPC) probe into the 2G spectrum allocation. An equally determined government refused, insisting the Parliamentary Accounts Committee (PAC) was competent to probe the matter. While the Opposition saw an opportunity to drive a wedge between the Congress and the DMK through a parliamentary inquiry, the Congress was wary of what could result from a JPC. Defending its move not to let Parliament function, senior BJP leader L K Advani said: “Sometimes, business not proceeding also yields results.” The Prime Minister eventually offered to “present” himself before the PAC in a bid to take the thunder out of the JPC demand — the Opposition’s main reason for seeking a JPC is the PAC’s “limited powers” and the fact that it cannot summon a minister. The PAC, headed by the BJP’s Murli Manohar Joshi, is yet to take a call on that.
