Cabinet to meet today; Lokpal to get separate prosecution wing, say sources

The government is pulling out all stops to ensure that the country gets a Lokpal Bill in this Winter Session of Parliament. There is talk of extending the session by a few days, while the government tries to finish a cabinet note and call a meeting of the Union Cabinet today. In that note it is set to make a proposal designed to break the deadlock on the biggest sticking point so far - the role of the CBI in investigating corruption cases for the ombudsman body that will come up under the new anti-graft law.

Based on feedback from all political parties, sources say, the government will propose the creation of a separate investigation wing for the Lokpal. It is envisaged that this wing will conduct an initial probe and then the Lokpal can refer corruption cases for detailed investigation to the CBI. This new wing will be separate from the CBI's investigation wing, sources said.

This, the government hopes, will address both sides of the CBI argument - it will ensure the autonomy of India's premier investigation agency and will also address Gandhian activist Anna Hazare's concern that the Lokpal will be rendered "toothless" if the investigation of corruption cases is not under it. Opposition parties have argued for a CBI independent of government control, but most were not convinced that it should function under the Lokpal either. The government has already hammered out a broad consensus on other key points like including the PM under the Lokpal's ambit, with enough safeguards and the inclusion of 5.7 million lower bureaucrats through the Central Vigilance Commission (CVC).

The cabinet note is being prepared by the Department of Personnel and Training along with the Law Ministry. Once the note is ready, the Union Cabinet will be convened at very short notice - ministers have not been informed of a meeting so far, but sources said the government was trying to make this happen today.
