Congress promises action against defiant MPs, Mamata needs reassurance

The Congress is fighting a wicked political hangover from last night's vote on the Lokpal Bill, and ensuring that it is protected against further embarrassment in the Rajya Sabha, where the bill will be tabled at 2 pm today followed by a debate. The Bill was sent this morning for review to President Pratibha Patil, who has given her assent. This is standard operating procedure for any legislation that will have financial implications.

Ahead of moving the Bill in the Rajya Sabha, the government is wooing allies and opposition parties to ensure the Bill is not defeated in the Upper House, where it does not have a majority. Once again, Mamata Banerjee and her Trinamool Congress are commanding the government's maximum attention. Ms Banerjee, who is a key partner of the ruling UPA, wants her party to carefully review the Bill that was passed last night to ensure that the autonomy of individual states is protected. The government also wants parties like Mulayam Singh Yadav's and Lalu Prasad's to either support the bill or repeat last night's favour by walking out before the vote takes place. That will bring down the overall strength of the House and the half-way mark that the government needs to cross.

Last night, after a lengthy and tense debate, the government managed to push through the anti-corruption Lokpal Bill in the Lok Sabha, winning sanction for a new national anti-corruption agency with nine members known as the Lokpal. But a constitutional amendment Bill that would have granted the Lokpal constitutional status failed because the government did not manage the two-thirds majority needed for any Bill that suggests a change to the Constitution. The defeat put on public display the government's numerical weakness - even the Lokpal Bill was passed largely because parties ranging from the Left to Mayawati's BSP and the Samjawadi Party walked out before the vote.
