In Battle Over PM Modi's Aide, BJP Wins Over Mayawati, Mamata

In a political row over its bill to legitimize the appointment of former telecom regulator Nripendra Misra as Prime Minister Narendra Modi's principal secretary, the ruling BJP today won over key opposition parties, leaving the Congress isolated in Parliament.

The bill was cleared in the Lok Sabha by a voice vote in which the house was silent during a call for "Noes".

The bill will replace the government's ordinance, or executive order, amending the Telecom Regulatory Authority (TRAI) Act that barred Mr Misra, a former chairman of the authority, from taking any government post. The ordinance was passed just two days after the new government took over.

But the battle over what the Congress called "an ordinance just to help one individual" is all but over. Mamata Banerjee's Trinamool Congress and Uttar Pradesh politician Mayawati both said they will not oppose the government.

The Trinamool, which had planned to move a joint resolution with the Congress against the bill, took a 180 degree turn just before the house took up the bill.

"The TMC is a responsible party. The PM can choose any officer whom he thinks fit for the post," said Trinamool leader Sudip Bandyopadhyay.

Mayawati said her BSP would support the government's bill. "It is the PM's prerogative to choose his secretary. We should not oppose the appointment if he is a good official," she said.

With several opposition parties saying they don't want a confrontation, the bill is unlikely to face trouble even in the Rajya Sabha, where the BJP is in a minority and the Congress is the single largest party.

Congress ally Nationalist Congress Party (NCP) has said it was not in favour of "opposing for the sake of opposing".

Law Minister Ravi Shankar Prasad said, "We respect the rules and we respect institution. But if there is a provision in law, why shouldn't we use it?"
