| Delhi has been without a government for eight months and the Supreme Court today made it clear that it is unacceptable, saying, "In a democracy, President's Rule cannot go on forever."
The rebuke came as the Centre informed the court that President Pranab Mukherjee had sanctioned inviting the BJP - as the single largest party - to form a government.
1The Centre told the court that the President had agreed to Lieutenant Governor Najeeb Jung's suggestion that the option of forming a "popular government" should be explored.
2The court frowned upon what it saw as delaying tactics. "Every time, just before a hearing, the Centre will come out with some statement, but nothing happens. We have given enough time but nothing came out," said a bench headed by Chief Justice of India HL Dattu.
3When the court questioned whether the largest party - the BJP - is in a position to form government, the Centre reportedly said President's Rule is valid at least till February and there was still time to explore options.
4The ruling BJP, which won the most number of seats in Delhi, is "not averse" to taking power in Delhi, say sources, and lawmakers have the approval of their party's top leaders to try and form government.
5The Supreme Court is hearing a petition by Arvind Kejriwal's Aam Aadmi Party (AAP) asking for the dissolution of the Delhi Assembly and a fresh election after the polls last December resulted in a fractured verdict.
6AAP moved court in February, days after Mr Kejriwal quit as chief minister just 49 days after taking oath in a public function at Delhi's Ramlila Maidan, the venue of his protest fast with Anna Hazare to campaign for the Lokpal Bill.
7Mr Kejriwal has accused the BJP of playing dirty tricks and delaying polls for fear of losing. "They don't have the numbers and they are delaying elections. If they had any confidence at all, then they would have formed a government five months ago," he said.
