'Isolate Countries That Back Terror': PM Modi's 10-Point Plan at G20

Terrorism is a "principal global challenge" that poses a new level of threat to pluralist and open societies, Prime Minister Narendra Modi said at the G20 Summit being held in Turkey's Antalya in the shadow of the Paris terror attacks. He suggested a "comprehensive global strategy to combat terrorism" while pushing for a greater role for the UN.

1Strengthen efforts to prevent supply of arms to terrorists, disrupt terrorist movements. Curb and criminalise terror financing.

2There should be no distinction between terrorist groups or discrimination between states. Increase international cooperation in intelligence and counter-terrorism.

3There are countries that still use terrorism as an instrument of state policy. Isolate those who support and sponsor terrorism.

4Response to terror must counter the changing character of terrorism that now includes global links, franchise relations, home-grown terrorism and use of cyber space for recruitment and propaganda.

5The world must speak in one voice and act in unison against terrorism, without any political considerations.

6 Restructure the international legal framework to deal with the special challenges terrorism throws up.

7Immediately adopt a Comprehensive Convention on International Terrorism.

8Countries must help each other secure cyber space and minimise use of internet and social media for terrorist activities.

9Involve religious leaders, thinkers and opinion makers for a social movement against extremism, particularly addressed to the youth. Terror targets society yet uses it as a catchment area for recruitment.
