Budget session ends in turmoil
State Assembly rushes through business amid Opposition protest

The budget session of the Kerala Assembly ended in turmoil on Thursday with slogan-shouting Opposition UDF members storming the well and the House rushing through legislations, including the one to establish a welfare fund for dairy farmers, without any discussion.

The Opposition, which has been engaged in a war of nerves with the Government over the Ottappalam First Class Judicial Magistrate's order sentencing Electricity Minister A.K. Balan and CPI(M) MLA M. Chandran to two years' imprisonment and the arrest warrant against them, boycotted the question hour as a mark of protest against what they termed the Government's arbitrary attempts to pit the Legislature against the Judiciary. The Opposition members reached the House only towards the end of the question hour and were soon engaged in a heated exchange with the treasury benches over the resolution against the Magistrate adopted on Tuesday. K.K. Shaju carried a caricature of Mr. Balan, which he showed to the members sitting near him.

Even as the commotion persisted, Chief Minister V.S. Achuthanandan declared that there was no question of the Government withdrawing the resolution adopted by the House on Tuesday. The resolution was most appropriate for the occasion and would only help uphold the dignity of the Assembly, he said.In between, the House also witnessed the curious incident of two police constables in mufti occupying seats in the two press galleries, much to the discomfiture of the Government. The plainclothesmen vanished from the press gallery on being accosted by mediapersons, but the issue figured in the deliberations of the House when Leader of the Opposition Oommen Chandy drew the Government's attention to the incident and demanded to know who permitted the policemen to enter the press gallery. Speaker K. Radhakrishnan told Mr. Chandy that he had no knowledge of the incident and assured him that he would certainly look into it.
