BJP cries foul
The cabinet's go-ahead to revive fertiliser units in UP came just a day before the second phase of the assembly elections in the state.

The UPA government stepped into a political quagmire on Thursday by announcing its decision to reopen fertiliser units in Uttar Pradesh, which where shut down 5 years ago.

"FCI and HCI were closed down and after a detailed study in principle, approval has been obtained to consult experts and explore possibilities to revive them. These include Sindri, Ghorakpur, Talcher, Ramagudam and Korba," said Priyaranjan Dasmunshi, Union Water Resources Minister.

The cabinet's go-ahead to revive fertiliser units in UP came just a day before the second phase of the assembly elections in the state.

The plant in Gorakhpur was shut down during the NDA regime in 2002. About 900 workers of the Fertilizer Corporation of India were laid off.

Code violation?

The BJP however is crying foul, saying this is a violation of the model code of conduct

According to the model code of conduct:

For the time elections are announced by the Commission, ministers and other authorities shall not announce any financial grants in any form or promise thereof

Lay foundation stones of projects or schemes of any kind

Make any ad-hoc appointments in government and public undertakings

Gorakhpur goes to poll on May 8 in the last phase. Sources in the Election Commission say the government did not check with the EC before making the announcement.

Just after the UP elections were announced, Agriculture Minister Sharad Pawar received a notice from the EC for announcing a subsidy for sugar mills in the state.

A decision on that is pending but the EC has restrained the UPA government from increasing the number of districts in UP covered under the National Rural Employment Guarantee Scheme.

The remarks of the I&B minister, no matter how well meaning, can put the government in a spot and give a handle to the BJP.
