| Activists rue dilution of RTI |
| After being unable to amend the RTI act, the government is now considering an option of exempting certain organisations from the Right to Information

| This will exempt some government departments and institutions without requiring Parliament or Cabinet approval.
Various agencies have been telling us there is a problem when the RTI is applied to them. They have a lot of security concerns. There is a grey area that we are going to look at and how we can move forward, said B K Chaturvedi, Cabinet Secretary.
The UPA has found a provision in the RTI Act that can be exploited. Section 24 and 27 of the Act allows the government to make rules to exempt organisations from the Act.
The organisations that have been demanding exemption for reasons of national security are:
The three armed forces- Army, Navy and Air Force
Railway Protection Force
CBI, Directorate of Economic Intelligence, National Security Council, Central Excise and Income Tax investigation unit
Bureau of Civil Aviation Security
National Technical Research Organisation
Representatives from each of these agencies will approach the Cabinet Secretary who heads the committee of secretaries who will then recommend their exemption or not.
But it may not be as easy as RTI activists say they will fight the order tooth and nail.
The big question is will the political leadership allow a backdoor entry to amend the RTI act.
