Govt to introduce law on human
The government is planning to introduce a new law, which will deal exclusively with the crime of human trafficking.
 INDIA , 28-April-2007  1:59:17 AM
Embarrassed by the involvement of MPs in the emigration scandal, the government has decided to plug some loopholes in the system.

The government is planning to introduce a new law, which will deal exclusively with the crime of human trafficking.

At the moment, those accused of human trafficking are booked for cheating, forgery, impersonation, criminal conspiracy and under the Passport Act.

However, there is no specific provision in the Indian Penal Code or the Code of Criminal Procedure to deal with human trafficking. But now this will change.

''The government is very concerned about the whole issue and has taken a serious note of this problem. We are in touch with the Foreign Ministry and other concerned ministries.

''The government will soon come out with a stringent law to ensure such incidents are not reported in the future,'' said Sri Prakash Jaiswal, MoS, Home.

Passport Act

According to sources, the Home Ministry has also asked the Ministry of External affairs to give the Passport Act more teeth.

Punishment for travelling on a fake passport should be increased from the 1-5 years now to 3-8 years.

Punishment for furnishing false information to get a passport.

The fine for travelling on a fake passport should be increased from Rs 10,000 to Rs 50,000.

Sources also say the Home Ministry will soon introduce a new clause in the Indian Penal Code, which will clearly define human trafficking or human smuggling.

The clause will also spell out the punishment and fine for this. The draft for the amendment will be finalised after consultations with the MEA and the Law Ministry.

The government has finally woken up to the gravity of human trafficking and has now decided to bring in a new law to deal with the menace.

The government feels the new law will discourage both travel agents and VIPs, including MPs, from indulging in this racket.
