Wrangling over money dogs animal

Just as any other day, 13-year-old S. Sharat was out delivering newspapers on Sunday. But today, just when he was a few feet away from his house after yet another uneventful early morning round, he was set upon by four street dogs, which attacked him, biting him on his head, hands and legs.

According to doctors at the Pristine Hospital where the seventh standard student has been admitted, he has grade three injuries, the most severe form of wounds. Chandramma, his mother, who is a garment worker, told The Hindu that Sharat would have to remain in hospital for the next two days.

"There are many dogs in the area. They do not let even the adults alone when we walk on the streets," Ms. Chandramma said when asked if dogs had always posed a problem in the area.

A communiqué from the Bruhat Bangalore Mahanagara Palike (BBMP) said that financial assistance of Rs. 10,000 has been given to the family.

It went on to add that 161 dogs were sterilised last month and that Commissioner K. Jairaj had asked the non-governmental organisations (NGOs) concerned to step up the Animal Birth Control (ABC) programme.

However, the irony is that the ABC programme has come to a halt since the death of five-year-old Manjunath in C.V. Raman Nagar in March. The four NGOs involved in the programme, which was implemented in the old areas of Bangalore city, have stopped the project citing lack of funds.

According to figures given by sources in the four NGOs, the mahanagara palike owes Rs. 14 lakh to Krupa, about Rs. 13 lakh to Compassion Unlimited Plus Action (CUPA), Rs. 12 lakh to Karuna and Rs. 16 lakh to ARF.

"We cannot continue the programme because we do not have funds. The mahanagara palike has not paid us in the last six months," said Poornima Harish of Krupa. "We are an NGO. We do not have the capacity to expend all our funds only on the ABC programme," said Suparna Ganguly, trustee at CUPA.
