Manpower crunch hampers CBI probe
But the agency is facing a problem of manpower that can adversely delay investigations.

The 1993 Mumbai blasts, the Malegaon blasts and the Khairlanji killings are all cases that are being investigated by India's top investigating agency, the CBI.

But the agency is facing a problem of manpower that can adversely delay investigations.

The Malegaon blasts investigation was handed over to OP Chatwal, the head of CBI's Special Task Force in Delhi.

He has also been heading the CBI's Mumbai Special Task Force.

Chatwal is just one of the many officers of the CBI who play dual roles and spend time shuttling between cities which often hold up or delay investigations.

Dr Anita Roy, for instance, as DIG Economic Offence Wing in Delhi also has the same job in Mumbai.

The root cause is a severe shortage of senior officers, which could turn into a major crisis for India's premier investigating agency.

The CBI has a sanctioned strength of 181, including 91 IPS officers on deputation. But the vacancies are piling up.

At the Joint Director level there are six vacancies, at the DIG level 39 and at the SP level 10, including the SP of the Special Task force Mumbai.

Of the sanctioned 91 IPS officers on deputation, only 40 have been appointed.

Sources say one of the reasons why IPS officers are reluctant to join the CBI is because there is a time consuming, six-month character verification process before being accepted.

Another negative is the friction between the CBI cadre and the officers on deputation.

Sources say some of these officers who are holding multiple positions and overseeing multiple cases do not want to let go.
