| Pattali Makkal Katchi founder S. Ramadoss on Sunday called for a conference of southern Chief Ministers and the Prime Minister to resolve inter-State river water disputes.
Emerging from a half-hour meeting with Chief Minister M. Karunanidhi at his Gopalapuram residence in the evening, Dr. Ramadoss told the media that he urged the Chief Minister to take up the issue during his (Mr. Karunanidhi's) meeting with Prime Minister Manmohan Singh later this month.
Disapproving Karnataka Chief Minister H.D. Kumaraswamy's suggestion for talks on the Cauvery issue, the PMK leader said "only when all the Chief Ministers and the Prime Minister sit together and discuss the Cauvery, Mullaperiyar and the Palar issues, there will be solutions to the disputes and implementation of judicial orders. Otherwise, they (the disputes) will go on."
Reiterating his demand for bringing rivers under the Union Government's control, Dr. Ramadoss said the Chief Minister should urge the Prime Minister to bring the subject of water under the Union List. [Later, he told The Hindu that so long as the Entry 17 in the State List, dealing with water remained, the demand would not be fulfilled.]
As Tamil Nadu was more deficient in water resources than the other southern States, it should be given special status.
Prohibition
The PMK leader also impressed upon Mr. Karunanidhi the need for prohibition of liquor in a gradual way. He said bars attached to retail outlets of the Tamil Nadu State Marketing Corporation (TASMAC) should be closed. The outlets should be open only from 2 p.m. to 8 p.m. They should not be allowed to function till midnight.
According to Dr. Ramadoss, the idea of meeting the Chief Minister struck him on Saturday night when he participated in his party's meeting held in Chennai as part of the PMK's anti-liquor campaign. As he wanted to urge Mr. Karunanidhi to act in this regard, he sought an audience with the latter.
