Custodian for public properties
.S. Achuthanandan says Munnar demolitions are the beginning of a mammoth action

Chief Minister V.S. Achuthanandan has said that the State Government will consider the suggestion to appoint a custodian, or have some other permanent set-up, to protect public properties.

He told The Hindu here on Monday that the Munnar demolitions were the beginning of a mammoth action to protect government property. Operations to evict encroachers would be extended to the entire State. In Mannarkkad, Nelliampathy and the Attappady Hills in Palakkad district, encroachers would be evicted immediately from thousands of acres of forest land. The survey had started for the operations.

He said the Government would show leniency towards poor, landless tenants and tribal people living in the forests or on government land. But there would be no leniency towards land-grabbers and encroachers, who had taken into possession large tracts of government land in various parts of the State, using fabricated documents, with the help of corrupt officials and politicians.

He said illegal sand-mining and encroachments had destroyed major rivers of the State, such as the Bharathapuzha. An alternative to river sand had to be found to restrict the mining. Encroachments on riverbeds would be cleared.

He said the Government would seek people's cooperation to protect public property. The details of government property in each village would be published for the public. If there was encroachment, the custodian could be informed about it and action taken immediately with the help of the Revenue, Forest, Police and other departments.

Planned action

The Chief Minister said the Munnar operation was a well-planned action by the Government to put an end to destruction of water resources, forests and hills. Instead of using these gifts of nature judiciously, some people were exploiting them for their own benefits and making huge profits.

The encroachers were reclaiming large areas of paddy fields, lagoons, ponds and other important environmental assets of the State.
