| Reports from Goa say over 10 per cent of the 10.10 lakh voters on Saturday excercised their franchise during the first two hours of polling to choose a new legislature.
The vote is expected to be a close race between the governing Congress party and the Bharatiya Janata Party.
Though voters turned up enthusiastically in the initial hours, polling booths wore a deserted look later.
State Chief Electoral Officer Ramesh Negi said the rain has been acting as a dampener for the voters, who are reluctant to come out waiting for the sky to clear up.
Regional plan
In the months leading up to the election the government of Chief Minister Pratapsingh Rane has been rocked by charges of land deals and infighting within the Congress party.
There is public anger against his government's 'regional plan' which was to open the state's coastline for construction.
The plan was scrapped and the man behind the idea Babush Monserrata resigned as minister. He is contesting the polls on a UGDP ticket.
The BJP's Mahohar Parikkar, a former chief minister, has prediceted a clear majority for his party but many say there is no distinct wave of support in favour of it.
The focus remains on whether the vote will produce a splintered verdict or a clear majority.
The 40-seat Goa state legislative assembly election has 202 candidates, including 49 independents in fray.
The Congress, BJP, NCP, Save Goa Front, United Goans Democratic Party, Janata Dal (S), Maharashtrawadi Gomantak Party (MGP) and other smaller parties have fielded contestants.
The Congress party has 18 seats in the current legislature. The BJP has 13, NCP 12, UGDP and the MGP have one seat each
