| Ordinance imposes status quo |
| The new ordinance will not allow the CMDA to take up demolition of illegal structures for a year.

| The State Government promulgated an ordinance on July 27, imposing status quo on illegal buildings for a year.
This would mean that the Chennai Metropolitan Development Authority (CMDA) cannot take up demolition of any illegal construction for a year.
By this order all buildings that have violated building rules, or were built contravening land use and fire safety regulations, will not be disturbed for another year. It also spares hawkers.
The reasons given for the ordinance are that the Justice Mohan committee is reviewing the Town and Country Planning Act and that the new master plan will be soon in place with amended rules. Any legal action can be taken after that and treated under new rules retrospectively, feels the Government.
This effectively means that all demolition orders issued and any legal action like collecting penalties and fines will stop.
‘It’s appeasement’
Bharath Jairaj, Director, Citizen Consumer and Civic Action Group (CAG), feels the ordinance undermines the struggle to curb unauthorised constructions and bring in the required safety measures. He says the Government is bending backwards to appease builders and the move is a blow to honest citizens. The reference to hawkers is only an afterthought, he says.
