| Even as rehabilitation for farmers affected by SEZ projects hangs fire, the government is all set to clear a new look for tribal rehabilitation policy.
The new policy will give, displaced tribals a share in the companies, which displace them.
Indications are clear, tribal tracts bearing much of the mineral wealth, which have been protected by the forest laws, are all set to be opened up.
Protests in Orissa over the POSCO project may soon wind down if the government's new tribal rehabilitation policy finds takers.
For two crore adivasis around the country, who have been displaced by various projects, the policy on paper at least promises the moon.
It will give displaced tribals shares in the company. Compensation will be calculated not on existing market rates but the land's long term potential.
The compensation will be invested to provide dividends. Tribal land will be given only on lease.
''We will give stake and security to the tribals,'' said P R Kyndiah Minister of Tribal Affairs.
But some say the recent tribal bill has in fact done just the opposite allowing tribal land to be transferred to large corporations.
Earlier tribal land could not be used without Central government's consent but now the village panchayat can do this.
Gram Sabhas can transfer forestland for revenue purposes.
lobbbying hard
With billion dollar mega projects like POSCO, Arcelor-Mittal, Essar, Tata and Reliance lobbbying hard, the Orissa, Jharkhand and Chattisgarh governments are keen on a rehablitation plan for tribals.
''POSCO is the largest FDI investment untill now and it will bring great benefits. It will bring many jobs both direct and indirect to the people of the state,'' said Naveen Patnaik, Chief Minister, Orissa.
The rehabilitation proposals will now go before the group of ministers headed by Shivraj Patil.
It's clear the forest cover will be lost as indeed had been projected by environmentalists.
