New IT Bill slips on child ...
Activists in cities like Chennai where child sexual abuse and child pornography are rampant are now crying foul.

The IT industry in India is keen to have the Information Technology Amendment Bill passed in the current session of Parliament as it includes a data protection clause.

But what about protection of children?

A key provision on curbing child pornography on the net has mysteriously disappeared from the new IT Bill. The provision had been unanimously recommended by the expert committee that was set up to curb child abuse.

The IT Ministry is yet to respond to reports of the clause being dropped from the Bill.

Activists in cities like Chennai where child sexual abuse and child pornography are rampant are now crying foul.

Global menace

The 'most wanted' paedophiles were arrested in and around Chennai not long ago. Such offenders don't stop with sexually abusing children. They also film them and put their pictures and even streaming videos on the net.

To tackle this growing global menace of child pornography, experts felt the need for stringent laws.

In August 2005 a committee headed by former IT Secretary Brijesh Kumar and Nasscom Chairman Kiran Karnik recommended the inclusion of Section 67(2) in the Information Technology Act to specifically address child pornography on the net making it punishable with imprisonment for not less than three years.

The final draft of the Amendment Bill is to be tabled in Parliament shortly. But this provision on child pornography has mysteriously disappeared.

India is a signatory to the international convention on the rights of children. But ironically, despite a unanimous recommendation by the expert committee, an important provision on child pornography has been deleted in the draft bill by the Union IT Ministry.

National crime

A recent report by the Ministry of Women and Child Development had revealed that every second child in India is abused.
