Hope for child rape victims

It's often twice the trauma for child rape victims. Not only do they suffer the trauma of abuse, but they also endure the indignity of waiting around in police stations and courts.

New guidelines by the Delhi High Court hopes to minimize the time taken for these cases to be heard and aims to restore the dignity of the victims.

After being raped at the age of seven, a young victim had to relive the horror for more than two months. That's how long it took for her statement to be recorded at a Delhi court.

''We did the rounds of the court for at least 2 months. We would often spend long hours there, without food or water.

''I was so desperate. I didn't know what to do. I often wondered if I should kill myself,'' said Victim's father,

Finally the Delhi High court stepped in and asked the National Human Rights Commission (NHRC) to use this case for developing better guidelines for any rape case involving a minor.

Experts say that children's cases must be dealt with quickly in order to minimize their trauma.

''The trial must be held within a timeframe. Because it's the victim who faces maximum prosecution. It's a living death for her.

Our law doesn't recognize a separate category of child rape victims,'' said Pinky Anand, Supreme Court advocate.

NHRC recommendations

NHRC amongst other things recommended certain steps like instead of being brought to a police station, children should be allowed to give their statement on video.

The statement should be recorded within two days of the rape being reported and women police officers and judges should be assigned to these cases.

NHRC also recommends setting up of fast-track courts to deal with these cases so that they are wrapped up within three months.

The Delhi High Court will now formally approve these new guidelines.

One now hopes that the new guidelines will be an important step in bringing about some much-needed change.
