| Govt to amend Apprentices Act |
| The UPA government is set to legislate quotas for OBCs in the 3.5 lakh seats for apprentices in the private sector.

| The government has found it difficult to persuade the industry to accept quotas in the private sector but a bill could be passed as early as Thursday.
The bill will enforce quotas for apprentices in the private sector. The industry may be willing to accept this because there is no guarantee of a permanent job.
The UPA government is set to legislate quotas for OBCs in the 3.5 lakh seats for apprentices in the private sector.
The bill to amend the Apprentices Act, 1961 that was tabled in parliament last year, will be taken up by the Rajya Sabha on Thursday.
At present there are 3.5 lakh seats for trade & technician apprentices. Earlier there was 20 per cent quota only for SC/ST.
Now in every trade employers will have to set aside quota for OBCs. The ceiling will be 50 per cent now.
The good news for the government is that it has been able to convince the reluctant private sector about this move.
''It's largely a tripartite agreement between the labour unions and the private sector,'' said Oscar Fernandes, Union Labour Minister.
Apprentices are taken in for on-the-job or practical training by various establishments. It doesn't guarantee them a job.
They are short term liability for employers. But once the bill is passed OBC candidates will have a better window of opportunity.
That is why critics of the law say it's just token help that may bring about considerable political gains.
It wanted to reserve seats for OBCs in institutes of higher education. It hit the SC road block. Its attempt to force quotas in private sector is being resisted by India Inc.
By this minor amendment the UPA government hopes that it will have at least something to talk about.
