New charges in India murder case
A court in India has ordered police to charge a businessman with rape and murder in connection with grisly serial killings in a Delhi suburb.
 INDIA , 14-September-2007  1:28:34 AM
Moninder Singh Pandher was already charged with conspiracy while his servant Surinder Koli was charged with murder, rape and abduction.

The two are accused in the rape and murder of at least 19 women and children in Noida, a Delhi suburb.

The case has shocked people across India. Mr Pandher denies the charges.

He and his servant were arrested in January after body parts were found near their house. Both men have had trouble finding lawyers, so high has been public anger.

'House of horrors'

"There is an adequate prima facie case to add the charges of rape and murder against Pandher," judge Rama Jain said.

The Central Bureau of Investigation (CBI) had so far not charged Mr Pandher with serious offences like murder or rape, saying they did not have enough evidence against him.

He was charged with "using his house as a brothel and using prostitutes for sexual purposes", but was apparently unaware of the murders, the CBI said.

But now that he will be charged with murder and rape, legal experts say he could get more serious punishment, including the death penalty, if the charges stick.

The killings have horrified people in India and Mr Pandher's Noida home has been dubbed the "house of horrors".

The CBI took over the case amid mounting accusations that local police had done nothing about the murders.

Many locals say police failed to act because most of the victims came from poor families.
