The Home Ministry has proposed the setting up of a federal investigative agency like the Federal Bureau of Investigation (FBI) in the US.
This decision comes as there is no major breakthrough in investigations of terror attacks in Hyderabad, Ajmer and Ludhiana. Instead the Centre and State involved get engaged in a blame game.
Offences like terror attack, hijacking and assassination will be designated as federal offences.
Federal Investigative Agency would be responsible for prosecution of federal crimes and would report to New Delhi.
States have long opposed the idea viewing it as a threat to their authority as an agency controlled by the Centre would not have to seek their permission for investigations.
But sources said that many of the states have now come to an agreement.
Minister of State for Home Sriprakash Jaiswal said, ''Most States understand the benefits of agreeing to the concept of federal crime and allowing a federal agency investigate these cases. It would allow the Centre to throw all its resources at its command.''
In order to build further consensus Home Minister Shivraj Patil is scheduled to meet all Chief Ministers on October 27 at Port Blair.
