There was pandemonium in the Orissa Assembly for the seventh day on Tuesday.
The Opposition stalled proceedings, demanding a debate and voting on water allocation to industries from the Hirakud Dam reservoir.
The ruling Biju Janata Dal, which is opposed to voting on this sensitive issue, launched a counter attack by producing a letter written by AICC Observer and Union minister Ajay Maken asking Congress MLAs to stall the House till the government gave in to their demand.
The BJD moved a privilege motion against Maken.
''Ajay Maken's letter clearly asks party MLAs not allow any business till December 2. So he's responsible for the huge losses to the public exchequer caused by the stalemate in the House. Maken owes an explanation to the people of the state,'' said Kishore Mohanty, Government Chief Whip.
But the Congress claimed Maken's letter was a party document. It slapped a privilege motion against the chief minister for announcing a Rs 200 crore package for farmers without taking the Assembly into confidence.
''What right has he got to make policy announcements outside the House when the Assembly is in session? The chief minister should be censured in the House,'' said JB Patnaik, Leader of the Opposition, Orissa Assembly.
Ahead of the December 2 farmers' rally planned by the Congress in Sambalpur, the Biju Janata Dal organised a small convention of farmers from Western Orissa in Bhubaneswar on Monday, in which the Chief Minister announced a Rs 200 crore package for renovation of irrigation canals in the region.
Looks like Orissa farmers can now look forward to greater political attention if not better times.
