President passes AIIMS bill

In a major setback to All India Institute of Medical Sciences (AIIMS) Director Dr P Venugopal, President Pratibha Patil signed the controversial bill two days after the Parliament passed the measure amidst stiff opposition from BJP and AIADMK.

The Presidential assent to the All India Institute of Medical Sciences and the Post-Graduate Institute of Medical Education and Research (Amendment) Bill, 2007 is seen as a move to ease out incumbent P Venugopal.

The bill was introduced in the Parliament in August 2007. The bill seeks to fix the term of the Director for five years from the day he or she assumes office or until he/she attains the age of 65 years, whichever is earlier.

The amendment bill also gives the government the right to terminate the office of the Director at any time before the expiry of his/her term by giving him/her a notice of three months with salary and allowances.

The bill was introduced by Union Health and Family Welfare Minister Anbumani Ramadoss after a Delhi High Court ruling of March 29, 2007 which held that the appointment to the Director's post was a ''tenure appointment'' and was incapable of being curtailed except for justifiable reason and with notice to the Director.

Venugopal yesterday moved the Supreme Court challenging the measure against which a section of AIIMS resident doctors supporting him went on strike.

The protest was withdrawn following tough words from Delhi High Court which ordered action against the strikers.
