| The Raja Bhoj Airport at Bhopal is being upgraded to an international airport. This would not have been possible without acquiring land that belonged to the Army.
But the manner in which this acquisition has taken place has caused a lot of heartburn.
The Army was asked to give up 120 acres of land for the runway extension. It told the government that its remaining 280 acres would become unusable if this happened and suggested that the government should take the entire 400 acres.
The army also asked to give in exchange the same amount of land with the same market value elsewhere.
''If we see the bargain, we are giving 120 acres, getting two hundred acres back,'' said Brig P C Joshi, Commdt, 3 EME centre.
The government agreed on a deal with the army last year, fixing the rate of the land to be acquired from the army at two lakh sixty thousand rupees per acre.
The land that was to be given from the army was mostly acquired from the farmers and the rate for this was fixed at five lakh per acre.
But shockingly, the price farmers have been paid for the land is less than a quarter of what they were supposed to get.
''Today the rate of land in the area is nearly 65 lakh per acre. How can we purchase anything?'' said Leela Kishen, a farmer.
According to the Madhya Pradesh 2002 resettlement policy. The government should provide land in exchange of land to the displaced.
However, the land to be given to the Army was acquired by the state government from farmers under 1894 Land Acquisition Act that waives the mandatory provision for giving land in exchange of land.
What's more, the government used the emergency clause under section 17(1) of the Act whereby the government can acquire land for urgent government work and the people have no right to protest.
