Molestation requires stringent

While there are strict laws to deal with rape, molestation and sexual harassment are not quite within the parameters of the law.

Renuka Chaudhary, the Minister of state for Women and Child Development has already started work on a new law to specifically look at complaints of eve teasing and molestation.

Pictures showing two women groped and molested on New Year's Eve by almost 70 men, sparked off nationwide outrage that has eventually become a sustained media campaign for justice.

Though the victims weren't willing to press charges, the police were forced to act.

Three days later 14 men were arrested and then let off on bail because the charges against them were mild.

Chaudhary said, ''It was absolutely shocking what happened in Mumbai. There are some provisions but we need to tweak things a bit more. I am writing to the Home Ministry and have already instructed my own department to start a process of drafting a law to tackle such issue.''

Chaudhary admits that its a long process but said, ''We are rushing it hopefully by the year end we will have it in place.''

According to government figures, one woman is molested every 26 minutes and these are just the cases that are reported.

In the Mumbai incident, pictures told the story and even helped identify the accused. But the attitude of the police hardly helped.

D N Jadhav, Police Commissioner, Mumbai said, ''Everyday hundreds of similar incidents simply go unreported, either because they are difficult to prove or because the laws are so weak that victims know the offenders will get away and don't even bother to file complaints.''

The government already has a law on sexual harassment but that's just limited to the work place and is yet to take off, so the future of yet another law only remains tentative at best.
