Suresh Raina, 21, was recalled after a year as selectors went for youth for the series, which starts on 3 February.
All-rounder Praveen Kumar, 21, who has played one ODI, and leg-spinner Piyush Chawla, 19, were also brought back.
Sree Santh returns after injury, while fellow seamer Ishant Sharma is included after impressing in the Test series.
Ganguly has been in good form recently, but has been overlooked in favour of Raina, who has scored heavily this season for his state team Uttar Pradesh.
Dravid, who like Ganguly is 35, missed the home series against Australia and Pakistan earlier this season because of poor form.
Left-arm spinner Murali Kartik makes way for Chawla despite performing well against the Aussies on home soil.
India trail Australia 2-1 in the Test series after winning in Perth on Saturday.
After the final match in Adelaide, which starts on Thursday, they face the Aussies in a Twenty20 international in Melbourne two days before taking them on in the opening CB Series game in Melbourne.
The tourists will then play against Sri Lanka, also at the Gabba, on 5 February.
Each team will feature in eight games before a best-of-three final between the top two.
Squad: Mahendra Dhoni (capt), Sachin Tendulkar, Virender Sehwag, Yuvraj Singh, Harbhajan Singh, Robin Uthappa, Gautam Gambhir, Irfan Pathan, Sree Santh, RP Singh, Ishant Sharma, Rohit Sharma, Suresh Raina, Dinesh Karthik, Piyush Chawla and Pravin Kumar.
