First, Uttar Pradesh Chief Minister Mayawati wanted a Special Protection Group cover. Then, security for BJP leader LK Advani and Gujarat Chief Minister Narendra Modi was increased.
With VIP security fast becoming a contentious issue, the Centre now wants the state governments to take on greater responsibility and protect their own VIPs.
As part of a blueprint prepared by the Home Ministry, the elite National Security Guards will train the state police officials to raise their own specialised commando units, similar to the NSG's Black Cat commandos.
Presently, the Home Ministry is providing security to over 300 persons, including 35 with Black Cat cover.
Experts agree with the Centre's initiative.
''The States need to take over the entire responsibility of VIP security unless in very exceptional circumstances,'' said Prakash Singh, former DGP, Uttar Pradesh.
The Home Ministry plans to give more funds under police modernisation to States for VIP security.
But the security of politicians based in Delhi will remain the Centre's responsibility.
The hope in the Home Ministry is that if States take on greater responsibility in protecting its VIPs, the Centre can use its forces for more important engagements, like dealing with terrorism and Naxal violence.
