A number of Bihar leaders have donned the railway minister's mantle and each has showered the state with new rail projects.
But this time, hopes in Bihar are all the more high with people expecting a friendly budget.
Railway Minister Lalu Prasad Yadav will be presenting the rail budget on Tuesday.
The 225 crore railway wagon building project in Bihar's Nalanda district has been at a standstill for years.
It was started by Nitish Kumar when he was Railway Minister but went to the backburner when Lalu Prasad Yadav took charge.
''All railway projects left in the cold storage for four years should be restarted. All projects are moving at a slow pace,'' said Nitish Kumar, Chief Minister of Bihar.
The fate of 1400 crore Digha-Pahleja rail bridge across the Ganga is the same.
It was a part of Ram Vilas Paswan's rail budget in 1996. It will take another six to seven years to finish.
The 900 crore-rail wagon wheel factory was Lalu's gift to his constituency, Chapra. Four years on, work is at snail's pace.
''So many similar projects were inaugurated countrywide. Work progressed till the ministers remained in power. Work stopped after they went out of power. Even our land has gone,'' said Suresh Thakur, Villager, Dariyapur, Chapra.
Railway officials have their excuses intact.
''Work is not possible after June till November, due to water logging and high water table. Some projects are lagging behind due to this,'' said AK Chandra, Public Relations Officer, East-Central Railways.
Every railway minister has announced new projects for Bihar in the budget. But very little has moved on the ground.
